Policy 9450 - Physical Restraint or Seclusion
1. | PHILOSOPHY1.1. | The Surrey Board of Education believes that access to an effective educational program is a basic right of each student. Positive and least restrictive approaches in the provision of student supports are considered best practice. Respect for human rights, maintaining student dignity and the safety of all involved is paramount. Creating safe and caring environments for all students and staff is a top priority of the board. | 1.2. | The board acknowledges that in exceptional circumstances, where the behaviour of a student poses imminent danger of serious physical harm to self or others including school personnel, and where less restrictive interventions have been ineffective in ending imminent danger of serious physical harm, physical restraint or seclusion may be required. |

2. | INTENT2.1. | The board intends that the first priority in responding to student behaviour is to create an environment that is conducive to student success. When more than contextual changes are required, school staff will initiate appropriate interventions for the student. | 2.2. | The board supports the use of physical restraint or seclusion, provided the individual carrying out the restraint has been trained in non-violent crisis intervention and the safe use of physical restraint and seclusion. | 2.3. | The board intends that parents/guardians and students as appropriate, be involved in the assessment, development and review of interventions including, but not limited to positive behaviour support and safety plans.
