Policy 3601 - Independent Programs Supported By Federal Grants
From time to time, supplementary education or education-related programs are available to the School District No. 36 (Surrey) as a result of funding by federal grants which are available to independent organizations, but not to the school district. On such occasions, if it is deemed by the superintendent to be appropriate and beneficial for the school district to avail itself of such services, it shall be the policy of the board to enter into a formal agreement with an independent society formed for the purpose of administering the program and the funding thereof. In the interest of establishing and maintaining a businesslike relationship with the school district, including clear channels of communication, it is the desire of the board that any society so formed be organized in such a way that its basic structure is similar to that of the school district i.e. board of directors, management level and staff level. |
A society thus formed will be expected to apply for various education-related grants after consultation with school district staff. The society will be responsible to the school district for fulfillment of the terms of the agreement to provide service and to the appropriate government body for all matters related to the terms and administration of the grant. |
It is the wish of the board that members of its staff that would be working directly on a program funded in this manner not be eligible for membership on the board of directors of the society formed for purposes outlined in this policy. Any school district staff members that are required to work on a project undertaken by a society in accordance with this policy may be loaned to the society under arrangements to be detailed in the agreement between the society and the board, on condition that there is no cost to the board. |
