Policy 6450 - Major Construction - Tenders & Awards

1.

INTENT

The policy is intended to provide direction to management, architects and consultants in the preparation of tenders for major construction projects and subsequent recommendations to award contracts to successful bidders on behalf of the school district. In addition, the policy provides a fair bidding system to secure the most competitive price and the most qualified contractor by allowing all qualified firms an opportunity to be selected to provide services, and at the same time, for the school district to obtain work at the lowest possible price.

2.

AUTHORITY

The secretary-treasurer will be responsible for all major construction contract tendering and the recommendation to the Surrey Board of Education to award construction contracts to the lowest qualified bidder for all work in excess of the value defined by regulation. All major construction contracts must be executed by the board’s official signing officers as per board policy.

3.

LIMITATIONS

Capital projects under the limit set in regulation for major capital projects will be conducted as directed by Policy #4600 – Purchasing Goods & Contracted Services.
