Policy 6204 - Selection of Project Architects and/or Consultants


The Surrey Board of Education has an obligation to provide school facilities that are flexible, functional, durable, economical, and aesthetically pleasing. Of equal importance is the need to have construction of school facilities carried out in an expeditious manner and under close supervision.
To accomplish these objectives, it is important that the architects and/or consultants appointed to any project undertaken by the board supplement their professional training and experience with input and advice provided by both internal and external constituent groups and school district personnel in the development of school facilities and to provide exemplary professional leadership on the project from the conceptual stage until all contractual obligations have been discharged.
In light of the stated high standards established by the board, it shall be the policy of the board to pre-qualify architects and/or consultants through a competitive and transparent bidding process. Architects and/or consultants, once pre-qualified, will be offered the opportunity to be awarded a project or projects through a competitive bidding process.
The procurement of architect and/or consultant services will be in accordance with Trade Agreements, district purchasing policies and other regulatory requirements and will be based on the principles of fair and open public sector procurement: competition, value for money, transparency and accountability.
Exceptions to this process will also be in accordance with Trade Agreements, the Architects Act / AIBC Regulations, the Engineers Act / EGBC Regulations and the school district’s management decision and authority matrix, or where there is considerable merit in appointing a specific architect or consultant firm for the project.
