Dear Parents and Guardians,
The Clayton area of the Surrey School District continues to experience rapid growth and development. As such, the District has worked with the Ministry of Education to secure two new elementary schools that are under construction; Maddaugh Road Elementary, which is located at 19405-76th Avenue, and Regent Road Elementary, which is located at 18711-74th Avenue. These new facilities will provide wonderful learning environments for students and will begin to address the overcrowding at the existing schools in this community that are north of Fraser Highway.
To prepare for the 2020-21 school year, new catchment boundaries needed to be established for the two schools coming to the region. These new boundaries will impact the existing boundaries for Clayton Elementary, Hazelgrove Elementary, and Katzie Elementary.
The District’s Programming and Facilities Planning Committee (PFP) reviewed and refined three boundary options and these were presented during a community engagement process in the fall of 2019. More than 200 parents, students and staff participated in this consultation. Thank you to all those who came out to the public forums, completed the survey, sent emails to the District and shared their opinions. We appreciate your feedback which has helped shape our decisions.
There were many opposing community desires that were identified in the community forums, online surveys and emails. Staff considered community feedback and have recommended that the District proceed with Option A, with one revision that emerged during the consultation. Due to the close proximity to Clayton Heights Secondary, we will be implementing a phased catchment boundary adjustment for the area between 188th and 189th Street, and between 70th and 72nd Avenue. Students new to this area will attend Regent Road Elementary when it opens, while existing students will continue to attend Hazelgrove Elementary.
The Surrey Board of Education received staff’s report at the Public Board Meeting on February 12th, 2020. Staff also updated the Board of Education on the anticipated opening date and transition plan for each school community; Maddaugh Road Elementary is anticipated to be completed by January 2021 and Regent Road could be completed as early as September 2021.
There are currently a combined 40 portables at Katzie Elementary, Hazelgrove Elementary, and Clayton Elementary. With the construction of Maddaugh Road expected to be completed by January 2021, staff have worked hard to facilitate a mid-year move so that students can be in new buildings and out of portables as soon as possible. This way, students will be able to benefit from a new school as quickly as possible. Maddaugh Road Elementary will open in January 2021, and Regent Road Elementary may open as early as September 2021. Staff intend to move forward with the following for the 2020-2021 and 2021-2022 school years. Each option assumes that Maddaugh Road is open for instruction in January 2021 but all options apply as soon as the school is ready to receive students.

As the walls are coming up at new elementary schools in Clayton, the process of establishing new catchment boundaries has begun – and we want students and parents to have a say.
The goal in developing new catchment boundaries is to ensure student numbers are balanced between nearby elementary schools. These include Clayton, Hazelgrove and Katzie elementary schools.
The district has created three options for the Clayton consultation. All options aim to finding that balance, while also taking into consideration future residential growth and Choice Program locations.
This consultation will be an opportunity to define the culture and character of new school communities. Parent and student input are an important part of this process.

A series of community forums is scheduled to share information with the Clayton communities about the potential boundary changes. Each forum runs from 6:00 to 7:30 p.m.:

Surrey Schools is excited about the opening of two brand new elementary schools in the Clayton community.
Maddaugh Road Elementary, located at 19406 76th Avenue, is anticipated to open in September 2021.
Regent Road Elementary, located at 18711 74th Avenue, has been through the design process, and once it goes through the tender process, an anticipated opening date will be announced.
These beautiful new facilities will provide inviting and engaging learning environments for students and serve as hubs for the evolving Clayton community. These two new elementary schools will also relieve the enrolment pressures at Katzie, Hazelgrove and Clayton elementary schools.
As part of the process for opening new schools, the School District establishes catchment boundaries. As parents and guardians living in the Clayton community, the School District is inviting your input and feedback on catchment boundary options. The School District is coordinating a consultation process in early November so you can easily contribute your views and suggestions.
In early November, please watch for further information being sent home. A dedicated website will be available for information and comments at this time.
In addition, evening forums will be held in mid-November for Clayton-area school communities to share their feedback and ideas about potential boundary changes. Times and locations of the consultation forums will be included in the early November information package that will be sent home.
The consultation concludes December 18th. Community contributions and comments will be summarized by staff in a report to the superintendent, which will be presented to the Board of Education in the spring. Please feel free to share your input and suggestions during the consultation process.
